If you do not have brain, skill and ability as like Bachelor or Master degree, what will be for that kind of degree? It is waste of time, money and effort.

If government will give me Doctor Licenses, Lawyer Licenses or Pilot License, What am I going to do with it? If I use it, I may destroy people life and terrorize country. It is waste for nothing.

The best solution for these ex-revolutionaries or ex-combatants, give them employment as their skills and ability.
