Hulaki, i think you are wrong  by saying the czar was refused asylum by British Queen and   the then Chancellor  of Germany. It was King George who first offered asylum, he withdrew it again after changing mind, and again attempted to rescue after realizing the czar life was in danger. He indeed tried to rescue the Czar from the house arrest.
