collectively competent may be true if you consider:
1.out of 22 department 28 secretary were elected
2. distributed 10 lakhs among all unelected lawmakers themselves
3.Neharuism with Sujata's ministership
4. 22 lakhs citizenship distributed in terai with approval from claimed nationalist party like Maobadi
5. first time in history we saw ethnic cleansing in kapilvastu and elsewhere
6. open meeting about Madeshi conflict in Indian Embassy and Netas defending it.
7. Indian ex general directly threatened  to present with army in Nepal and no objection at all from these Netas.
8. Each ministry corrresonding to parties is filled with their relative, cadres and chamchas
