The main reason why small businesses (or even the large ones) in the US get tax breaks is because these companies are the engines of growth. The more they prosper, the better it is for the economy and the more jobs they create. Hence, everyone is happy, at least in theory.

In a similar way, we just don't need abroad-educated Nepalese to come back to Nepal to work in offices; some  Nepalese universities produce graduates on par, if not better, than most of the community colleges in the US. So, the notion that somehow these abroad-staying Nepalese are favoring the ones in the country is lame and does not hold much water. We need more entrepreneurs who can be the engines of economic growth and create more jobs.
