The problems in that region is fundamentally based on difference in religion, extreme disparity between the rich and poor, disparity in education , cultural differences and morover the shock from globalizatin. On top of all that the region is also fished by top powers as China , Russia and the West.
India would like those problem resolved and just to critique you, those problem started well before India had even formed the organization you named. I dont' think an organization is that powerful. These are on going issues from the past. Just read some history in that region.

It's just like blaming Girija for the failure of generations of Nepalese.
