Guest 4, You know for sure that everyone (Nepalese) here in the US can spend one-time $5 charge. Regardless of your confusing "either" and "or" and your complex equation, it's not about money that people are writing about here. It's about what's right and wrong. Whatever it may be, I do not belief that for voting purposes, people should be charged any thing. If it's for charity, it is more than good, but should be collected in the name of charity and not to obtain voting rights/fees. Also, If the voting is free, many more people will turn up to cast their votes making the election more effective and efficient. I know the voting fees may not change and paying the voting fees is not a problem, but in simple terms it's just not right.
