sabai ko satru... I dont think you got the point right. The tuition fees for nationals and internationals are different in only the state universities not in the private universities/colleges. State universities are funded by the state and of course the state residents who pay taxes for their state will have to pay less if they go to a state university. I dont think thats a discrimination. It's just like a pay back thing.
