surnatal Shiva jee is basically trying to say- Instead of having offsprings who are morally depleted, it better to ejaculate where there will be no conception and creation. But if you yourself , who is morally right and if you ejaculate or perform self satisfying acts in the public places like "padhera" where mostly women garher to collect drinking water, sorta conveys conflicting message. my two cents.
