My judgement of maoists is that they have bred the culture of violence throughout the country. 1990 democracy can not be blamed for encouraging corruption,rather it gave people power to raise their voice against corruption. Democracy is a self-healing method of ruling where in the parties and leaders with black record are thrown by people. Maoist along with some royalists, took advantage of the weaknesses of the newly sprouted democracy, blamed politicians and the political system for not meeting peoples's aspirations. Had the maoist taken a constructive role during that period, the country wouldnot have tattered to the dirty shape we are witnessing today.
