It's all Royalists' fault... wait until nepal has republic and the institutions will be stronger and we'll see a change. Agreed that those western school graduates couldn't do a whole lot, but remember the "pratigaman badis" that constantly tried to keep the constitution in their pockets... So lets hope things will change in future
