Maybe, you can try to make a whole new passport stating that your passport is lost!!! Btw, when did NYC council say that they forwarded your passport to D.C.? If it is during this month, then ....they would probably ask you to wait longer .... you know, nepali working ishtyle .... aaj kaa kaam kal karo, kal kaa kaam parso ...itni jaldi bhi kyaa hai, jab jeena hai barso!!! wah wah wah ....
