I sure hope Ms Yami is right on this one. Otherwise, for a country in desperate need of development projects and city with a sub-par water supply, any delay to a project like this, cannot be good news. While the tought behind using local contractors may have some merits to it - the question is at what cost? I'd like to see her clairfy this point in parliament. BTW, on an unrelated but perhaps interesting note, the original quote from Rime of the Ancient Mariner by Samuel Taylor Coleridge is "Water, water everywhere, nor any drop to drink".
