how to convince an employer?

Hello all, Here's my situation. I am graduating in May. I thought I was going to get this job at an insurance company and everything was going fine until they raised question about the H1-B visa, which doesn't surprise me. But the thing is my interviewer was saying how the company has to put up an advertisement looking for US citizens in some local newspaper before sponsoring for me because that is what the law says. Is that true? I am also wondering how widely it is practiced and do people working for certain fields such as computer science are given preference by USCIS while granting those visas. I would also appreciate some suggestions as to how to approach the employer regarding work visa. My interviewer told me that I am the perfect candidate for this job and i am sure he would hire me if I could convince him that sponsoring for me is not a big hassle. Give me sugesstions.....
