Due to that "on or before December 21, 2000" and "waiting at least 3 years" stuff makes the visa almost unusuable. That is why both of those criteria has to be changed to make any use of V Visas. In last session of congress, there was a bill introduced to change that 2000 to 2010 and 3 years to 6 months, but never became law.
