Sounds like an interesting proposal. Something for both the interim legislature and CA to consider. And I agree while attention must be given to ethnic aspirations in a federal setup, ethnic aspirations alone should not drive the devolution of administrative power. Having a poor and rugged Limbuwan that is dependent entirely on the center can be as problematic as having no Limbuwan. Just my thoughts.
