It is supposed to be, "The buck stops here" not "there". The meaning of the phrase is basically "responsibility is not passed on beyond this point." I believe it was Truman who made it popular. If you use the word "there" instead of "here", you are basically passing the responsibility which makes the whole phrase meaningless. Looks like there is a triple divergence on RSI, you pathetic soul.
