If you are applying from US, then you can apply for Canadian GC only after 1 year of stay in US. You can be in any visa status. You just need a degree and at least one year of experience (US or Nepal, doesn't matter), if you are applying as a principal applicant. If everything goes well, you will get the GC within one and half years. Actually it might take less than a year, but I am adding the time it takes in the preparation of paper work. Also I have few friends who got Canadian GC while remainig on F1 status. Applied during at the end of Master degree and they were on PT when got the GC. So go for it....
