However, the delay is already proving detrimental to the situation of "law and order" and "ethics of professional groups". After Jana-andolan, we were supposed to have an all powerful government and an improved situation of law and order and some kind of patience and co-operation from the professional groups to the government accordingly. What we see is the opposite and for a very understandable reason. The legitimacy of the government of SPA is incomplete without support/participation of the Maoists. It is this semi-legitimacy that has compromised the authority of the government. This hopefully will change once the Maoists join the government. However, coming days won't be easy. Koirala and Prachanda have two different resolve for Nepal and Prachanda now will have both the government and the PLA (cantonment hardly matters) to bargain with. Nepe
