They are using the western characterset iso-8859-1 (ISO latin 1) as the character encoding with a specific font. Due to this the page doesn't render properly if you don't have the font (looking at the source a font family called nepfont installed.
Using a Western characterset instead of Unicode here is a bad idea. They should have used Unicode as the character encoding for their data. Most probably they are using a database which doesn't have a NLS (national language support).
