As far as I know, Counties don't sponsor you, coz when U are on F1, you are not authorized to work and if you got the DHS authorization to work for a year, I believe thats not gonna be too long. Coz, your work permit will be expiring. I also have heard that you gotta be on status until you have an interview with those federal guys. Anyways, I m pretty sure that changing from F1 to H1 is pretty easy. I know a few guys who changed their f1 to h1 and got a green card in no more than 6 years. Indian organization take money and sponsor you for H1. Thats gonna be my last resort. Or else, DV...hahhahaha
