The war was mandatory for them to reach their power, especially with all the currupted politicians ruling the nation. I don't know why you keep on mentioning about 13,000 people who died. Once again to recall that figure: Armies, Maoist and Civilians have been killed, So u can't just blame it on the maoist. Most of them weren't killed just for the sake of it, there were reasons.
