If anyone is to blame, it's the politicians and not the people of the valley. If people of the valley are more educated than the people from remote places, it's because of their physical proximity to the capital and the services available in the capital. Are you stupid? What can a person from the valley do when maoists commit crimes outside of their physical domain?
