Dunno, They don't need to go anywhere to process their DV. They can have the "adjustment of Status" here through Immigration/Homeland security. As long as they are in good status, I think it would be much easier to have their status adjusted here. What is their number (serial number for DV lottery)? The numbers are already out for December and is upto 3500 for South Asia.
