So: Continue to put a lot of pressure the government to invest in children's education (which it should be doing in the first place). If private money does government's work, then the government faces no incentive to take children's education seriously. But use private money to subsidize the higher (professional) education (in fields such as medicine, law, nursing, business, etc) of smart but economically deserving ethnic students who can use that "extra help" to be full-fledged professionals . . .
