It would be interesting to know on what ground was professor subedi's visa rejected. generally consulars do explain the reason. the letter from moriarty is a diplomatic one but he does seem to be regretful over what he explicitly says "appears to be a mistake". hence it does sound like a letter of apology in that sense. there is nothing wrong in complaining and expressing dissatisfaction over someone or an institution in democracy. professor subedi is a scholar and a well read gentleman and it did seem rather strange and inconspicuous to hear that his visa got rejected.
