The question is, "Is it wrong to follow orders?" If you are talking about army or police, then it is wrong not to follow orders. Because they are sworn to do so and that is the most important aspect of their job. When they were trying to suppress the people's movement, they were not doing politics, they were just following orders. Orders from the higher authority who is a politician. There are differences between the army and the police too. Army doesn't respect basic human rights, Police is there to protect basic human rights. But when army is operated within a country's own border, their stradegy should change. If the whole system is changed, the new one is likely to remove every bits and pieces of the old one using any means possible. There is no shouldn't or mustn't. Hushpuppy, that happens all over the world, not only in Nepal.
