That was actually the demands made by maos back in 1990 when there were in the parliament.. But the SPA ignored them.. Should not you give credit to prachanda for this?? You think that maos went to jungle because they didnt get to power, but why dont u think maos went to jungle to bring the present change. And they were successful.
