Thanks a lot for the clarification. I am not sure, how successful would that be in nepal. Darjeling is a good example. But success in Darjeling may be attributed to British invasion, Education, Christian influence, majority and economic status of stigmatized caste and many more. I don't see anything bad to give it a shot. I will support this.
