My guess, is that the maobadi extortion is reaching out again and its sending a signal to everyone - watch out we are still around and can get you when we want, you better pay us or be ready to get killed. If you follow the news maobadis are using this time to re-organize, recruit and collect arms. All of these activities more money how else can they get their money without extortion?
