Because of these 18 or so aged yound people's participation in the protests, the SPA could not even accept Gyane's offer. You know these leaders of SPA, how lobhi they are, and what motto they have while acting like leaders. It is the strength of these young people which is warning (indirectly) the SPA at this very moment. SPA is perhaps now repenting for initiative and taking this far the protests. They might be thinking, they shoudl have taken PM post without this much babaal. BUT NOW THEY CANNOT DO SO. And afterall, the demands of SPA is not clear at all. Now they got the offer for PM post, meaning they can form the government. But they are saying, NO... they need Parliament to be revived. Technically, that's impossible. Gyane fu*cked Deuba's government, only after Deuba fu*cked the Parliament. However, as an extreme measure, Gyane might revive the Parliament only if things will lead to that extent where his throne is threaten.
