i suddenly had a revelatin regarding this matter.
euta kura k bhane ni we cannot create a list of peoples and put the blame on them. civil war was not created by one person one action. it is a result of a series of grievances against the system.nobody is "responsible" per se, but their actions have added fuel to the anger of already disatissfied populace (gyanendra, pracanda, etc etc_. to trace the problems of nepal, we need to back decades, even centuries ago and study where and how did the early policy makers of our soceity go wrong.
but then again, we all love to complain about what went wrong and what should be done as if we know it all, but nothing is as simple as we make them to be......i probably fall under the same category
