I dont think actually anyone would be happy in this case, including the leaders. In the post 46 era, whoever was in power had their fair share of quotas to be included in the police or army. All sorts of people came to power, the democrats, communists and monarchists. So when security personnel, or rebels for that matter, get killed, even the leaders would get a chill down their spine. When the security forces get killed, it could be someone that they had helped to be recruited while when rebels die, it could be someone from their own region.
