Jyapoo, Unfortunately it is true though the airlines deny it. For most of the domestic segments, there is a two tier fare system. Foreign nationals are required to pay a much higher fare. Also, they can only pay in hard currency. On my rough guess, Nepali lai KTM bata Lukla jana Rs 2000 parla, bideshi lai US$ 80 parla..so go figure..
