Vincentbodega is another example why being literate is not a necessary condition for understanding democracy. How did you manage to mix up international policies with democarcy?
Definition of democracy for you Mr. Bodega (in case you don't know):
1. Government by the people, exercised either directly or through elected representatives.
2. The principles of social equality and respect for the individual within a community.
Now, tell me again that you need to be literate to understand those two principles. You need democracy to increase literacy and not the other way round...
