is complete democracry suitable for nepal?

I believe complete democracy means the people who are selected/ elected by the people/junta rule the country and decide what is right or wrong for the country. But, for any mass of people to select the right person from their mass, at least 50% of the people should have a intellectual level so that they understand what is right and wrong and select the right person. In context of nepal, where merely not even 40% of the people are literate, how can the people with this level of intellectuality select the right person? i believe the nepalese are not capable of selecting the right person own their own..and the person selected by such a mass of people is bound to be not the appropriate person.. that has what happened to the previous person who were elected to be in the parliament/ sansad...the wrong person reached the position and the consequence manifested in the form of crisis we are facing now....So, i guess a form of controlled democracy is the need of Nepal in the current prospective... what do u guys think?
