In my opinion, rather Canada should give money to such skilled immigrants to update thier education/skills to suit Canadian system or whatever to enable them to acquint Canadain working environment. That money should be at least $10,000 FREE to study (not for smoking grass ni), and if they need more than that, then above 10,000 should be student loan.
