I didn't have enough time to read through the responses to this thread so I'm sorry if this information is redundant: Application fee waiver: USIS used to make application fee waivers for 100 rupees back in 1997. The office was in Gyaneshwor Public Instutions do not generally accept free waivers. So you might want to try private institutions. PhD programs generally offer research or teaching assistantships which should cover the costs of all your education + room and board. But you may still have to pay the app fees.
