And as you recognized, the stress here was for a co-ordinated, comprehensive and determined campaign- that transcends politics and political compromises in the future- to bring the perpetrators, whoever they are ( going upto the head of the government and rebels), to justice and serve justice to every victims. This involves not only documentations but also works to pave the way to be able to use international justice system and experiences. The most important of all is to let the Maoists and the security forces know that there are people determined to bring them to justice. The idea is to let them fear a genuine fear.
