Yeh thats why those who condemned the killings have termed that barabaric attack as 'crime against humanity'. You might note it in my comment as well, and ICJ at The Hague is the body to deal with major International crimes against humanity. Your idea of collecting evidence of such atrocities are infact already in place, albeit not extensively, by HR organisations like Informal Sector Service Centre in their HR year book.
