Rules are rules, and should apply to anyone, from the king to a beggar. Such blatent violations of rules by people in authority is even more shameful than done by an ordinary citizen. The Nepalese police, army and bureaucracy is definitely plagued with feudalism. The brave and undeterred action by the Japanese man is an example of how discipline they are and how punishment applies to anyone who breaches the law, in a developed world. We have to learn from this and see everyone as just a Nepali, not as a DIG, not as a King or not as a porter.
