I think girls (for most girls ..just to be on the safe side) would have no problem remaining friends even after being asked to go out on the date or something like that and have rejected the person. It's a problem of a guy (most of the time) who doesn't want to remain friends. Speaking from what i have seen and from experience, most of the time they have remained friends even after being rejected. Unless of course..u don't know the person at all and you ask them to marry you or something...then maybe there is a chance that you might scare away the person completely...
