Nepali bhai....where ever u lived after 18 years of age ..you need to file it but when u say that I didn't have to file the while i lived here in US for 6 years though. So your best bet is to contact the Canadian embassy in DC...if not u can apply and if they need it ( Police report) they will ask you which results in delaying ur paperwork....and to get a police report from Nepal .There are 2 types of report 1. is to go to overseas and other one is for one who is already living overseas. So you fall into number 2 catagory. For this case you need to go to local body i.e pokhara and they will do your report and sent it to kathmandu and will issue you one that is your final copy i.e the one u need to mail it along with ur paperwork .
