i don't think it's the level of education. it's knowing what is right and what is wrong. it's knowing that you are elected to a position of responsibility rather than a position of power. it's a cultural thing. look at singapore and japan. there is little/no corruption because ppl are honest and responsible. the last generation of leaders such as makune, chikuwa, and girije created a culture of greed and irresponsibility. eventually we need to reinstitutionalize democracy in nepal, but we need honest and competent leaders so that the second time around, we actually get it right. until then, we just have to wait and be patient and let the king do what needs to be done. as they say, desperate times call for desperate measures.
