There is a small circumstantial debate about this topic. When Gautam Buddha was born there wasn't "Nepal" as we know now and neither "India". Both countries were divided into several "Rajya". It is only in fitting if we ask, "Where Gautom Buddha was born with regard to today's political boundary?" and the answer is " Nepal". India is false in every aspect in this matter.
