Illegal Wealth
The Balen government's promise to investigate the illegal wealth of ur hakim sahebs is slowly taking shape. The Property Inquiry Commission, chaired by a former Supreme Court Justice Rajendra Kumar Bhandari, has officially begun the task of finding out the hidden wealth of those in power.
According to media reports, a record 13,000 government employees have submitted their property details, while 1,500 complaints about hidden wealth have landed on the commission's desk! It's funny that our sarkari folks at Malpot, the fuel ones, Sadak Bivagh, and Customs and Immigration wallahs always seem to make a hundred times more than their government salaries.
In the past two decades, our CIAA has managed to prosecute the small fishes while big sharks mostly get a clean chit, and out of 500 ministers in the past two decades, only a few have gone to prison and been fined a few crores, when we all know that they made a hundred times more than the government audit!
So far, only half of the 25,000 hakims have complied, while the rest seem to be stuck in a traffic jam in Kalanki, or maybe they are struggling to spell the names of their far cousins who legally own the illegal wealth!
Meanwhile, a handful of our retired justices think they are above the law and have announced a grand boycott of the process. I guess, when you have nothing to hide, then you boycott the damn thing to show everyone that you have something to hide!
The Commission claims to be independent and has been going through tons of bank and land records. By the time they are done, the paper trail may be enough to cover the whole of Nepal or even the whole Earth or all the way to the moon!
The Commission's mandate is to audit the illegal wealth of our hakims and political chors over the past two decades. For twenty years, the 'loot' formula was simple: earn a modest sarkari salary, buy mansions in Kathmandu, and then show your wife's dowry, ancestral land, or some chicken farms for your 'billionaire' wealth!
The Commission plans to hunt for assets within three generations and also drivers, mistresses, far cousins, and even the poor doko dai who makes a living by carrying goods across New Road!
The Commission plans to cross-check legal wealth with actual salaries, perks, and against accumulated 'illegal' wealth. How on Earth does a sachib earning Rs 50,000 a month in 2010 manage to save all of it and then, in three decades of government service, retire with a nice villa in Kathmandu and send their kids to the West for further studies and then buy real estate and gas stations? The math was never right, and let's hope someone in the Commission will come up with the magic formula to figure out all the loot!
If the math is not right, then the files get transferred to the CIAA for prosecution. And it's funny that most of the commissioners of our anti-graft body have accumulated dirty money while in power! After the Commission gets done with the twenty-year audits, it plans to then investigate illegal wealth going back all the way to the 90s!
Let's hope the Commission does the right thing, and then the CIAA will not back down and try to figure out ways to save the hakims and netas' asses as they have done in the past. Thousands of our hakims and netas must be trembling now.
They never expected a Balen government. They never expected the mili-juli loot sarkars to end. Every good or bad thing must come to an end. And let's hope those who took the oath to serve the public but then looted this country dry will finally face the music once and for all!
