When will the culture of impunity end?
We have all congratulated our PM for holding the election on time and now some say she should be our President. But I have to say she forgot one more thing along the way. The Karki Commission report should have been ready three months after the Gen Z massacre. It was extended time and again until the election was over. Maybe our caretaker government did not want to be the ones punishing Oli, Lekhak and those who ordered the shootings during the Gen Z protests.
Or maybe they were scared that the old corrupt parties would be on the streets and there would be another conflict and then Nepal Army would have to step in and things would go out of hand. But why are we scared to punish the guilty ones just because they have a million or less followers who can get rowdy? I see them more like football hooligans.
The new RSP government has a clear mandate from the public but it will now have the opportunity to do what is right by implementing the recommendations of the report prepared by the Karki Commission. If they do hold Oli, Lekhak, then IGP and CDO and others accountable then that means these people will be charged and if the courts find them guilty then will be sent to prison. It is the same for those who engaged in vandalism, looting and arson as well.
What will happen then? Well, expect the Nepali Congress and UML to fight back by shutting down the streets and carrying our masal jooloos and what not. Prachandey will be just drinking his tea in the morning and the magic potion during the evening and hoping that his time has not yet come to face the music.
Our culture of impunity began with then interim government's failure to implement the recommendations of the Mallik Commission in the 90s. If we had held accountable those responsible for the killings of protestors and other human rights violations during the People's Movement in 1990 then we would not have to had witnessed zero accountabilty by those in power since then. And today, our interim government more or less will do the same thing as well.
Look at our 'Truth and Reconciliation Commission'. It has been more than a decade and they have yet to figure out how to hold Prachanda and Deuba accountable for the 17,000 lives lost during the 'uncivil' war. They have not been able to provide justice to the families of those killed, disappared, raped and abducted by then rebels and the State forces as well. Nobody has been held accountable for this and those in power have always been scared to go after each other because they know very well that once they open the Pandora's box, they themselves will be held accountable.
The 90s government just let those during the Panchey rule get away with it. The Maoists and then government got away with the killings of 17,000 folks. No one has been held responsible for the lives lost during the Madesh movement or the Tharu movement or even the Rajabadi movement.
I think the RSP government will not back down this time around. They are not here to loot some more or just to hang on to power by playing it safe. I think Balen is not going to back down. And he has the people on his side. Let the cadres of Nepali Congress and UML come to the streets and create some problems but if we don't enforce the Karki Commission's recommendations then how can we investiagte all corruption and misuse of power since the 1990s?
