Well I am nost sure, but wat I came to know from my fren who went to Nepal very recently is they have started those kinda system for cell Phones. I don't have any Idea about land phones, they also have voice messeging but that message i heard when I tried to call in cell phone. So most probably if cell phone is turned off, u get that message.
