A relative of mine from Canada is currently in ktm trying to get the NRN nagarikta card. She said she has visited the district admin office in ktm 6 times so far.
Day 1 went to CDO office KTM to get the renunciation form and the instructions. Inquiry desk lady was very nice and professional and so were the other staff. Remember, they have to face a lot of people every day - folks who don't want to stand in line, folks who have pathetically incomplete paperwork, folks who are blatantly trying to commit fraud, etc etc. My relative from Canada said given all these constraints, the staff at ktm CDO office are incredibly patient, professional and knowledgeable.

Day 2, she filled out renunciation form, went to cdo.office KTM again at 10AM, got letter for police report only after 12 noon. Went to local police beat, was asked to come back the following day as it was after 12 noon. Left paperwork there. Police personnel were very professional and polite but their admin office is overworked and they try to do their best.

Day 3 - 10am, police clearance was ready at police beat. Was 1130 by the time she arrived at CDO office. Hwr elderly dad (88) was there for sanakhat. Was told to come back at 330 to collect letter of renunciation at which point, fill out nepali kagaz nrn nagarikta application form then take to wada for sifarish. She went to a coffee place nearby with her dad and did some other work on her laptop, went back to cdo office at 3pm to collect renunciation document. Then went to wada office, but it was 430 by the time she arrived there and everyone was gone

Day4 - 10.am she went to wada office.wada chief was out on site visit . Waited 90 minutes , got sifarish signature and wada stamp, went back to cdo office. They checked documents and said wada chief had not signed the photo on the application. Rushed back to wada - wada chief left for the day.

Day 5 - 10am went to wada. Wada chief not in. 2 hour wait. Got signature on photo, then back to CDO office. 130 pm by the time she got there. Lunch time at the window, staff gone. 1 hr wait. 330 pm, Got all the paperwork verified. Staff were very helpful given the constraints they have to work under. Unfortunately the nrn nagarikta has to be reviewed by "cdo saap" and he is out for a meeting... Please come back tomorrow.

....I will report her experience as soon as she goes back to the cdo office....


My takeaway is that the staff at wada office and CDO office (at least most of them) are good people who have to work under local circumstances. The whole system is so ffffffed up that it is very hard for anyone to do an honest days work
