BUT did you read the NOTE under 1.b, plenty of explanation on that NOTE. Aha, see, raise your hands if you completely understand what NOTE says, don't understand, re-read 20 times, or use google to translate to Nepalese..I don't think that works.
This NOTE is telling you how to use A(12) or C(19) ..got it children."
You seem to be the only learned soul here to offer so much insight to everybody who is so stupid going by your standards. BTW you very conveniently indulge in forgetting that you are also one of Nepalese (just like any of us) by birth, Had you been an American by birth then, you looking down on other fellow Nepalese would have made "somewhat" sense, but a Nepali blaming other Nepali for not being able to read the text as prescribed in USCIS forms, this is not acceptable!!

Could you please do the honor of how can one make sense of whether to pick a12 or c19 reading this text please? This note from I-821 is only talking about people who have applied and have pending TPS appplication but do not have TPS currently and in a way helping to make a pick between 1.a and 1.b, dear. Or is it that you have some special power to read all the details regarding a12 or c19 required for I-765 just by reading the said note in I-821??
Please, could I make a request to not direct the people in the wrong direction, please??? Is this the most of the "critical thinking skills" you have so far??? If so, then it is really a sorry case then!!

Madame, here the note under that question no. 27 of I-765(!!!) is what explaining more about how to decide whether a12 or c19 NOT the note under 1.b of I-821.
