How do we should view these Us immigration burecrates?

See, during my first and only student visa interview time (it was in a hotel in Kings way, (forgot the name, American Embassy was under construction then) I do not remember any Nepalese staff there behaving rudely or looking down on us. The ambience in the interview hall was serene and nerve racking, yes. I do not know what and how the attitudes and nature of Nepalese and non-Nepalese working there have changed in the last 2 decades. Again people change and a lot of other things as well. Agreed.
I did not have to deal with all those people during my last year Nepal visit (as you can guess why now), but I went to couple of Nepalese Government offices, CDO office, Court etc. I had to wait the lines sometime whole day, and deal with irritating officers, the monotonous bureaucracy (that has always been there as it is), and yes I also say with regrets, I had to "bribe" my way through some of them, because that was how it was even back then and it is not a big shocking thing to me that it still prevails. People can say now I am guilty too for making the system be like that. I accept the blame.

But the most important thing for me was to get my work done, now if these 'certain' group of Nepalese/ non-Nepalese people behave rudely and show attitudes, then let them please themselves. I do not worry about people who want to stay within a bubble for life. I have bigger things going on in my life. If they get my work done, I do not mind going through their self centered personalities. Just suck it up and get it done with.

In your case, you have been acting out like you are the only one who got so hurt by how the system works. Grow some balls and just get over with your whining, man! Currently you are just stuck in one place and rambling like a broken tape again and again and again. Phew!

Move on, make plans ahead!
